Actually, the lights in the photo were falling raindrops caught in the flash from the camera. They might have been snowflakes, but as the temperature was fairly mild and I couldn't see or feel anything falling, I believe it was a very fine rain. Although stephe's answer about the lights was only partly correct I'm declaring him the winner because the other part of the puzzle was, in my opinion, much harder, and he nailed that one. The fog was my own breath, also lit by the camera flash.

That's a beautiful photo! I didn't see it in time to guess but it wouldn't have mattered as I wouldn't have had any idea :)
